2027 maneuver between pensions, Irpef and flat tax under 35: the measures

The 2027 budget law is now upon us. While waiting for the text, the meeting between Giorgia Meloni, the Minister of Economy Giorgetti, Tajani, Salvini and Lupi made it possible to summarize the spending priorities. It will still be a prudent maneuver, as this government has taught us, also made necessary by the continuation of the discussion with Brussels on the margins of flexibility for energy costs.

There are several certainties and some hypotheses on the table. At the center of the maneuver are healthcare, families, the middle class and support for businesses, energy, young people and support for the elderly. Resources are limited, but each majority force has been able to bring forward its own strong point.

What will be in the 2027 Maneuver

The Council of Ministers is expected to meet on Wednesday at 12:00 to give the green light to the definitive text of the 2027 budget. Not all the details of the 23.5 billion euro budget law are yet known, in fact there are many measures still in the balance to which the majority summit held on Monday 26 October did not openly respond.

With family, young people, healthcare and energy at the centre, let’s see what there will be and what could be in the new budget law.

Flat tax under 30-35

Among the hypotheses on the table is a 5% flat tax for those under 30-35 with incomes of up to 20-30,000 euros. On the young workers side, the intention is to make Italian wages more competitive and therefore slow down their exit to other countries.

For businesses, however, the aim is for maxi deductions for hiring, divided into:

  • from 130 to 140% for young people;
  • 180% for young mothers.

Tax relief

A preferential tax rate of 5% on increases for contract renewals and 15% on increases for night and holiday work is also being studied.

Irpef cut

Forza Italia continues to push for the extension of the 33% rate up to 55,000 euros. The cost would be around 1.2 billion euros.

Another proposal that encounters various obstacles (opinion of the European Commission) is the extension of the flat tax for VAT numbers from the current 85,000 euros up to 100,000 euros.

Families

As regards the issue of families, the focus is on strengthening parental leave, bonuses for newborns and bonuses for mothers, especially in the presence of three or more children.

There is also a proposal to extend the bonus for private schools up to 1500 euros per student.

Help for the elderly

Forza Italia, however, has proposed help for the elderly. This is a card from 300 to 500 euros for healthcare expenses for the over 75s. There may be an ISEE threshold or a cashback reimbursement system.

Healthcare

Remaining on the topic of aid for healthcare, resources are being studied for the National Health Fund and the raising of the spending ceiling for medical devices to lighten the payback burden on businesses.

Pensions

On the pension side, the League has relaunched early retirement at 64 with the recalculation of the contribution of the allowance.

However, the revaluation of pensions to recover from inflation is also on the table, but the cost is quite high.

Energy and home

Another chapter is the one dedicated to energy. The strengthening of hyper-depreciation for businesses is expected and energy discounts are being evaluated for new plants from renewable sources.

As regards the home side, the deductions could remain at 50%, while the ecobonus could reach up to 65%.
