Tough times for the crafty car insurance companies: the new maneuver introduces a crackdown on vehicles without insurance coverage, providing for automatic cross-checks to identify those who do not respect the law.
The data will be cross-referenced by the Ministry of Infrastructure and Transport together with the Automobile Club of Italy and will take place at least quarterly.
New controls on car insurance
The information on vehicles for which no valid insurance coverage is registered, and which are exempt from legal exemptions, can then be used for the adoption of appropriate initiatives for the “regularization of insurance positions” and also made available to the traffic police bodies for “checks and verification of violations”.
The cross-referencing of data will involve five databases:
- the archive of insurance coverage updated in real time by the companies;
- the national vehicle archive established for road safety and monitoring the condition of vehicles;
- data relating to mandatory periodic reviews of safety and polluting emissions;
- the information system of the public automotive register (known as “Pra”) including vehicles registered abroad that circulate in Italy or are available to residents;
- the single electronic register of end-of-life vehicles which contains data on demolitions and deliveries of license plates.
From the cross-reference between the data from these five databases, the MIT and the Aci will draw up the list of cars not in compliance with compulsory insurance at least quarterly. The appropriate procedures will thus be put in place to force the owners to regularize. And the list, as mentioned, will also be brought to the attention of the traffic police.
List of cars not in compliance with the RC Auto
It will then be a ministerial decree, which will arrive within 90 days of the entry into force of the Maneuver, therefore by March 2027, to define, among other things, the interoperability between the databases via the Pdnd (National Digital Data Platform) and the methods of data processing and storage.
The administrations concerned will have to implement the envisaged measures with the human, instrumental and financial resources already available, “without new or greater burdens on public finances”.
Cars, the initiatives of the Meloni Government
The Meloni Government, especially in recent months, has implemented a series of initiatives related to the automotive world. Some are already operational, while others will need to wait for the approval of the 2027 budget.
First of all there is the reform of the highway code, with the crackdown on cars with Polish license plates, the new rules for animals on board, the new provisions for electric bikes and scooters and the reform of the system of administrative sanctions, among other things.
Then there is the initiative on personalized license plates, with which the Government aims to collect 600 euros for each vehicle and 300 euros for each motorbike.
But the most awaited reform, considering the vastness of the audience, concerns the cancellation of the car tax for small-engined cars and motorbikes. The measure concerns cars up to 80kW of all types (petrol, diesel and hybrid), with a series of rigid posts, and all two-wheelers. There is also a discount for families with at least four children on cars with power up to 133 kW.
