From midnight on 28 July until 6 August, diesel will cost 17 cents less per litre, a cut which is the effect of what the Minister of Economy and Finance, Giancarlo Giorgetti, illustrated yesterday in a press conference, at the end of the meeting of the Council of Ministers which approved the decree-law containing “Urgent provisions regarding oil prices connected to the further crisis of the international markets and regarding ILVA Spa in extraordinary administration”.
An intervention worth 125 million euros and which are the sum of various components, the mobile excise duties, the Antitrust sanctions and the Fund for structural economic policy interventions. The measure concerns only diesel, and not petrol, given that today in Italy diesel costs more than Super and the war in Iran then affected diesel more than petrol, because it is the most requested fuel.
How to apply it and how much you save on diesel
As Minister Giorgetti explained, «A Council of Ministers is scheduled for August 4th which will evaluate the evolution of the situation and will obviously monitor the international price situation to see what to do next». This means that the government has set a short deadline to decide whether to extend, widen or let the discount expire. But in terms of discount on the price of diesel, how does this cut translate?
According to Codacons, the cut will save around 8.5 euros on a full tank. For this reason the association has openly declared its dissatisfaction with the discount, which still brings the average price of diesel above the threshold of 2 euros per liter in all Italian regions.
«As a result of the government’s decision, the average price of diesel, considering the current price lists, will stand at 2.015 euros/litre. This is a completely disappointing and insufficient discount, limited only to diesel without having any effect on petrol, and which will not save Italians from the sting on summer departures”, explains the association.
Because the excise duty cut is considered insufficient
The National Consumers Union is along the same lines, but underlined 2 problems that remain open: «The first is the amount of the cut. By logic and proportion to the March 19 intervention, a new discount is needed that is at least equal to that made by Draghi: 25 cents, 30.5 with VAT at 22%. This at least for diesel fuel which would thus fall, according to today’s prices, to 1,950 euros on the motorway, still expensive but steadily below two euros. For petrol, however, 15 cents could be enough, so as to stay under 1.9 euros on the motorway with a certain safety margin”.
Furthermore, Massimiliano Dona explained, «The second problem is that the Government has wasted too much time, letting fuel prices rise beyond belief, and this, beyond having emptied the pockets of motorists, will affect inflation in July, which unfortunately will rise again with disastrous consequences on the purchasing power of families and, consequently, on consumption».
The assessment of the CISL was of the opposite sign, judging it “positively the decision taken by the Government to proceed with the reduction of excise duties on diesel by 17 cents until 6 August”.
