2027 maneuver between home bonus and flat rate tax at 5%, the Government seeks coverage

The 2027 Maneuver could reserve important innovations for those who have to renovate their home, rent a property, manage a shop or buy their first home. Provided, of course, that coverage is found.

Among the hypotheses being studied by the Government include the extension of building bonuses, the strengthening of incentives for energy efficiency, the reduction of the dry tax on rents with agreed rent from 10% to 5% and the return of some benefits for young people under 36.

Home bonus 2027, 500 million needed to avoid cuts

The package dedicated to housing could cost at least 1 billion euros, a figure destined to grow if all the proposals currently under discussion are confirmed. The available resources are limited and the Government must find around 5 billion euros of coverage for the next Budget Law.

Not all measures, therefore, will necessarily have the green light. There are currently two discussions underway: the first between the Government and the EU Commission in order to have greater flexibility, the second between Fratelli d’Italia, Forza Italia and Lega to understand which measures to concretely include in the Maneuver. An area of comparison, for example, concerns the contribution of banks and insurance companies, with Salvini pushing hard and Tajani slowing down.

Without a new regulatory intervention, from 2027 the rates of the Ecobonus, the Sismabonus and the ordinary renovation bonus would drop from 50% to 36% for main homes and from 36% to 30% for other properties.

The furniture bonus also risks a cut. The relief allows you to deduct the expenses for the purchase of furniture and appliances connected to certain building works.

To maintain the current incentive system, approximately 500 million euros would be needed. The majority also evaluates the possible restoration of the Ecobonus to 65% for energy efficiency interventions, such as the installation of heat pumps, hybrid systems and thermal insulation. The additional cost is estimated at around 50 million euros per year. The total bill: 550 million euros.

Thermal account, up to 800 million for energy efficiency

Another chapter concerns the Thermal Account, the instrument intended to support energy requalification interventions carried out by the public administration and private individuals. The objective is to encourage the replacement of less efficient systems and reduce the energy consumption of buildings.

The hypothesis under study envisages a budget of between 700 and 800 million euros. The resources could benefit from the European flexibility recognized for energy interventions, through the use of extra-trade deficit.

The Budget could also find space for additional funds for the interventions envisaged by the Housing Plan.

5% dry coupon on agreed rents

Then there is the rental chapter, with the hypothesis of dry tax on rents at an agreed rent to be increased from the current 10% to 5%. The hypothesis, supported by Noi Moderati, aims to make long-term residential rental more convenient and to increase the availability of affordable housing, especially in large cities.

The agreed rent is determined on the basis of territorial agreements between the owners’ and tenants’ organisations. And the flat tax allows you to replace the Irpef and the related additional taxes with the substitute tax. The regime also avoids the payment of registration and stamp duties on the contract.

The new rate could concern around 257 thousand new contracts stipulated in 2027, with a cost to the public coffers of around 100 million euros.
