The new national collective labor agreement 2022-2024 for the medical and healthcare management area arrives. The subscription by the Agency for the negotiation representation of public administrations allowed the average increases over 13 months and the arrears. 1.2 billion euros ensured an average increase of 7.27%, with increases of 491 euros per month.
The renewal did not find agreement with all the trade unions. FP Cgil Medici and Fassid remain outside. The Minister for Public Administration, Paolo Zangrillo, is satisfied, according to which the signature is a goal that is part of a virtuous path made possible thanks to the commitment and resources allocated by the Budget Law.
Doctors’ contract signed: increases expected
Thanks to the available resources, i.e. 1.2 billion euros, the national collective labor agreement 2022-2024 for the medical and healthcare management area provides for a salary increase. The signature came in agreement between the majority of trade unions and the Agency for the negotiation representation of public administrations.
It satisfies almost everyone, but not FP Cgil Medici and Fassid who have not signed. The others, however, say they are happy to have made available to 137,000 managers, including 120,000 doctors and 17,000 non-medical healthcare managers, an average increase of around 491 euros per month for 13 months’ salary.
Arrears are also expected, estimated at around 6,500 euros. To these must be added further increases foreseen for the salary of fixed positions for newly hired managers, which represent an increase of +55% designed to enhance the entry of young people.
The management allowance for complex structures and other allowances for specific medical, veterinary and healthcare profiles were also increased. This concludes the process started last October 1st and which led to the definition of an agreement between the parties.
Regulatory news: what the new contract provides
With the doctors’ contract also comes a new regulatory part. For example, the manager can request the reconstruction of the employment relationships of the last five years with one of the companies with which he terminated his employment relationship.
Changes are coming for the holidays. In particular, we have moved to ensure that the manager can enjoy greater use of holidays and a commitment to monitoring their disposal. To this end, it has been made possible to take holidays even during the notice period.
Protection is also expected for healthcare personnel subjected to aggression by third parties. Among the new features, in fact, legal aid is provided by the company and the possibility, if requested by the manager, of psychological support.
The 2022-2024 renewals for all sectors are closed and the Minister for Public Administration can only say he is satisfied. “There is already the date: December 3. On that day the negotiations for the 2025-2027 round for the renewal of the central functions will begin,” he declared. With the signature for the medical and healthcare management, one phase of the negotiation ends and we move on to the next.
Zangrillo confirms that the timing is record-breaking, never seen in republican history. This was only possible thanks to “the resources already made available by the Government”, which transformed the possibility of signing public employment contracts within the expected timescales into reality.
