Fines in Italy, 1.7 billion extras in 2024: ranking of enriched cities

Italian municipalities have declared the earnings of road fines of over 1.7 billion euros. In 2024 there is a 10% increase compared to the previous year. The analysis, conducted by Facile.it on SIOPE data (the information system of the operations of public bodies), shows how the sanctions for violations of the highway code represent an increasingly relevant item in municipal budgets. Milan, Rome, Florence and Turin are confirmed in the lead for takings overall.

Milan leads the national ranking with over 204 million euros, followed by Rome with 145.8 million and Florence with 61.6 million. In terms of per capita fines, the first position is up to Siena, with an average of 171.5 euros per inhabitant. Even among small municipalities there are important collections.

Ranking of municipalities with more collections

In 2024 Italian municipalities collected over 1.7 billion euros From fines and road penalties, with an increase of 10% compared to the 2023 ranking. The proceeds derive from the penalties for violations of the highway code (including the news that have made the most discuss at the end of last year). In some cases, the earnings from fines represent one of the most important sources of revenue for local budgets. A fact that is mainly valid for smaller municipalities.

  • Milan – 204 million euros;
  • Rome – 145.8 million euros;
  • Florence – 61.6 million euros;
  • Turin – 61.2 million euros;
  • Naples – 42.9 million euros;
  • Genoa – 36.7 million euros;
  • Bologna – 27.7 million euros.

The ranking Verona, Padua and Palermo close. The top ten municipalities in the ranking declare almost almost 650 million eurosover one third of the entire amount collected nationally.

Code per capita: cities with the highest amount

The analysis also photographs the relationship between fines and number of inhabitants in the provincial capitals. Differences emerge from these compared to absolute data. The cities with the highest average expenditure per inhabitant are:

  • Siena – 171.5 euros;
  • Florence – 170 euros;
  • Milan – 149.10 euros (growing compared to 107 euros in 2023);
  • Padua – 111.30 euros;
  • Verona – 92.40 euros.

The per capita value takes into account the number of inhabitants, even if in many local realities the incidence of the fines paid by tourists and commuters contributes greaterly than the overall data.

What are the small municipalities that collect the most?

Finally, the fate of the Municipalities with less than 1,000 inhabitants, where consistent proceeds are recorded deriving from road sanctions. In many cases, these are figures that greatly affect the budgets of small administrations.

The ranking, in detail:

  • Carrodano (La Spezia) – 807,000 euros with 465 inhabitants;
  • Colle Santa Lucia (Belluno) – 671,000 euros with 346 inhabitants;
  • Poggio San Lorenzo (Rieti) – 397,000 euros with 547 inhabitants;
  • Rocca Pia (L’Aquila) – 281,000 euros with 178 inhabitants;
  • Calto (Rovigo) – 278,000 euros with 683 inhabitants.
