The most updated photograph of the performance of mobile Internet in Italy, taken by AGCOM through some surveys carried out between September and December 2025, tells us that today we surf on average at speeds that until a few years ago were the prerogative of the most advanced fixed networks. If we look at the data collected in the main Italian cities, we can state that the average download on the mobile network exceeds 300 Mbps in static measurements and remains very high even when we move in urban areas. This means that, in everyday practice, high-resolution video streaming, cloud gaming and AI-based applications can work without connection bottlenecks. At the same time, the differences between one city and another are still relevant and tell a lot about the state of infrastructure, the density of antennas and the adoption of 5G. In the next paragraphs we will therefore analyze which Italian cities are where the mobile network is fastest. Spoiler: the city with the best performance turned out to be Bari, which surpasses Rome and Milan.
The measurement made at the end of 2025
The reference values emerge from the 2025 drive test campaign published by the project Mobile Internet measurementconducted according to the rules established by AGCOM (Communications Regulatory Authority). The tests were carried out between September and December in 45 cities and entrusted to Ugo Bordoni Foundationan independent entity that operates on behalf of AGCOM. In the statement released by the Authority, we read:
The average download speed of Internet connection services from mobile networks, for static measurements, is approximately 331 Mbps, while the upload speed is approximately 58 Mbps. Considering the urban dynamic measurements, the average download speed value is approximately 269 Mbps and approximately 54 Mbps in upload.
When we talk about static measurements we mean tests carried out at fixed points, while urban dynamic measurements simulate real use in motion. When carrying out the measurements, the “best technology” principle was used, according to which, at each point, the best available technology was taken into consideration, such as 5G, without forcing the device to use slower standards.
The overall processing involved all the main telephone operators operating in Italy: Fastweb, Iliad, TIM, Vodafone and WINDTRE, all with a population coverage of more than 50% through their own infrastructures.
Cities with the fastest mobile internet (data 2025-2026)
By ordering the cities based on the download speed detected in the static measurements, this is the resulting ranking.
- First place goes to Bari, which reaches approximately 416 Mbps in download and 75 Mbps in upload, a result that highlights a particularly high-performance network also in data transmission.
- Turin follows with approximately 355 Mbps in download and 67 Mbps in upload, values that place it firmly among the most advanced realities.
- Completing the “podium” we find Bologna, which reaches 347 Mbps in download and remains around 58 Mbps in upload.
- In fourth place is Florence, with 343 Mbps in download and 52 Mbps in upload.
- Milan, on the other hand, records 329 Mbps in download and 64 Mbps in upload, showing a good balance between receiving and sending data.
- Rome follows with 325 Mbps download and 52 Mbps upload.
- Palermo stands at around 299 Mbps in download and around 54 Mbps in upload.
- Naples closes this ranking, with 284 Mbps in download and 51 Mbps in upload.
