Maneuver 2027, who earns and how much: the simulations

The 2027 maneuver of the Meloni Government will have direct repercussions on a series of categories, starting with families and young people.

Let’s see who gains, and how much, with some of the measures envisaged in the soon-to-be-approved Budget Law.

The social security booklet at birth

The Government aims to open a social security position already at birth, on the German model. There is a State contribution of 100 euros per year from birth to the age of 18.

We are therefore talking about a total of 1,800 euros managed by the Cassa Depositi e Prestiti. Based on the German Government’s estimates regarding the measure applied in Germany, and comparing the estimates to Italy, the beneficiary would find himself with a treasure of over 50 thousand euros at the age of 65. Which could reach almost 110 thousand euros with the parents’ contribution of 120 euros per year up to the age of 18. With 240 euros a year, the capital would rise to 160 thousand euros.

Parental leave

Changes are also coming on the parental leave front: in the case of 80% paid leave, which can be used within the child’s six years of age, it goes from three to four months for the first child. And it goes up to five months for the second child and six months for the third child.

Now take the case of a parent with a gross salary of 2,500 euros per month. With 80% leave he takes home 2,000 euros gross. In the months with 30% leave he collects 750 euros. This is a difference of 1,250 euros per month.

Today, with three children, she is entitled to three months at 80% for each child, nine in total. If the 2027 Maneuver rule were to pass, the months would become fifteen: four for the first, five for the second, six for the third. Translation: six more months paid at 80% instead of 30%. In a nutshell: 7,500 euros gross.

And for self-employed parents who don’t know what leave is, there is a voucher for babysitting and childcare services of up to 500 euros per month, for a maximum of three months: 1,500 euros in total.

Pension at 64

Let’s stay on the subject of family: for older parents and grandparents there is the hypothesis, strongly supported by Matteo Salvini (Lega), of a new Quota 100. If confirmed, it would be an early pension at 64 with 36 years of contributions. All this, however, with the risk of seeing a cut in the pension check. According to initial simulations, the check cut could be around 10%.

Irpef

For workers, something new is coming regarding Irpef: from 2027, the second Irpef bracket will rise from 50 to 55 thousand euros. And on the portion of income between these two thresholds you will pay 33% instead of 43%. The cut is worth a maximum of 500 euros per year. The savings are 100 euros for every 1,000 euros of taxable income over 50 thousand euros. The measure will affect both workers and pensioners.

Flat tax

The measure raises the revenue and compensation threshold from 85 thousand to 100 thousand euros to remain in the flat rate regime, leaving the flat tax unchanged at 15% (5% for new activities). Anyone who exceeds 85 thousand euros, but does not exceed 100 thousand, will therefore be able to maintain the subsidized regime also the following year. The estimated savings are 7,450 euros with 90 thousand euros of compensation, 8,140 euros with 95 thousand and approximately 9 thousand euros with 100 thousand.

Young

The Budget introduces a 1% preferential tax rate on income increases for employees under 30, up to a maximum of 2,500 euros and for just one year.

Let’s assume the case of a 28-year-old employee who earns 25,000 euros gross per year. If in 2027 he receives a gross increase of 1,500 euros, he will first pay approximately 138 euros in INPS contributions out of this sum. The 1% substitute tax is applied to the remaining 1,362 euros, equal to approximately 14 euros. The net increase that remains in his paycheck is therefore approximately 1,348 euros. With ordinary taxation, the worker would collect around 1,150 euros. The benefit of the new concession would therefore be around 200 euros net in a year.
