The special economic area also arrives in the Marche and Umbria. Premier Giorgia Meloni announced this day, anticipating the Council of Ministers who approved the rule that allows you to enlarge the ZES in other regions with the characteristics and requirements provided for by Europe.
In his long speech to the Mole Vanvitelliana in Ancona to present the government interventions for the development of the Marche, he wanted to remember the positive effects that Zes generated from January 2024 in July 2025. Thanks to this tool, in fact, billions have been invested in the regions involved, also leading to a significant increase in jobs.
Meloni announces the expansion of the ZES
The Council of Ministers approved the rule that allows you to expand the special economic area also to Marche and Umbria. The announcement arrives in preview during the stage at the Mole Vanvitelliana of Ancona, where Giorgia Meloni presented the government’s interventions for the development of the region. Towards the closure, he dedicated a large space to the story of the success of the Zes and to the confirmation that this will be extended to Marche and Umbria.
A long applause followed the declaration, as proof that the special economic area is an expected tool thanks to the results it is giving, defined by Meloni as extraordinary. He explained:
Zes is a very effective tool to attract funding, very effective for those who invest, those who create work, those who produce.
The ZES, in fact, allows you to have a unique authorization for those who invest, a series of tax advantages such as the tax credit and is “supported by a unitary and coordinated governance that guarantees speeds and allows to enhance the territorial specificities, maximize the effectiveness of the other resources that are made available”. Meloni refers to the PNRR and to the cohesion funds, which according to Europe spends badly.
The results of the special economic area: investments and work
In his speech, Giorgia Meloni continued:
Extending this mechanism also to Marche and Umbria allows us to complete the design that we started last year, which proved to be particularly winning.
The positive data, from the entry into force of the special economic area to today (or from 1 January 2024), have already been remembered by the president of Confindustria Orsini. In fact, over 700 unique authorizations have been issued which have unlocked imposing strategic investments.

The direct, indirect and induced turnover generated by the investments in the ZES field is 27.7 billion euros.
It means, explains Meloni, that every euro invested with Zes produces 1.6 more. Also according to Ambrosetti, the impact on employment was equally incisive, with at least 35 thousand new jobs activated.
