18 billion maneuver, money from the banks and new bonuses: what changes in 2026

A maneuver worth around 18 billion euros per year for the three-year period 2026-2028. This is what is foreseen in the Budget Plan (Dpb) presented to the Council of Ministers by the Minister of Economy, Giancarlo Giorgetti. The heart of the budget law is the reduction of the Irpef rate from 35% to 33%, while in the background negotiations continue for an extraordinary contribution of around 4.5 billion from the banking and insurance sector.

The Irpef cut

The document, which must be sent to Brussels by 15 October, allocates resources for a series of priority interventions.

The Irpef cut is confirmed, with a total allocation of around 9 billion over the three-year period. The measure, which aims to cut the second rate by two points, from 35% to 33%, for incomes between 28 thousand and 50 thousand euros, will bring a maximum benefit of 440 euros for employees. According to government sources, sterilization could be set at a very high income threshold: 200 thousand euros. The measure should cost around 2.5 billion, therefore less than the 4-5 billion that would have been necessary if the measure had been extended up to 60 thousand euros.

Healthcare and building bonuses, the latest news

The budget will allocate approximately 3.5 billion over the three-year period for the family and for the fight against poverty. Furthermore, to facilitate access to certain subsidized services, a revision of the rules for calculating the ISEE is introduced, which affects the value of the house and the equivalence scales, with overall effects of almost 500 million euros per year.

On the subject of healthcare, in addition to the refinancing already planned (over 5 billion for 2026-2027 and 7 for 2028), 2.4 billion are added for 2026 and 2.65 for the following two years. The sterilization of the plastic and sugar tax is extended to 31 December 2026. 2 billion are also planned for 2026 to encourage the adjustment of wages to the cost of living.

However, everything remains unchanged for the construction bonus: the same conditions foreseen for 2025 have been extended for 2026. Fiscal peace is expected for 2023, but with the exclusion of those who have never submitted a tax return as government sources report.

Contributions from banks and insurance companies are also on the way

Government sources report that an extraordinary contribution of around 4.5 billion is expected from the banking and insurance sectors. According to what we understand, the negotiation is not yet closed.

The ABI (Italian Banking Association), which met last night, affirmed its willingness to “extraordinarily continue with multi-year contributions”, but is aiming for an “agreed” solution on the model of last year, rejecting extraordinary taxation. The maneuver will also include a “fiscal peace” for the whole of 2023, which however – according to the same sources – will exclude taxpayers who have never submitted a tax return.

However, the political, but above all numerical, issue remains on the table. The League demands a revenue of 5 billion, to cover the measures announced in the Maneuver, while no figure emerges from the press release of the banking association.

Giorgetti: “strong elements of uncertainty remain”

In a note from the MEF released after the CDM, Minister Giorgetti underlined how the maneuver operates in a “context of strong uncertainty”. In the note released by the Mef it is written:

The Government’s commitment, in this scenario, is to continue on the one hand its action to support the purchasing power of families, businesses and for society, and on the other to ensure the sustainability of public finances. It is consistent with the net expenditure path indicated in the 2025-2029 medium-term budget structural plan and confirmed in the 2025 public finance planning document.

Discussions with the MEF and the technical structures will continue in the coming days. A new examination is scheduled for Friday, with the aim of further defining the issue.
