The Council of Ministers has approved a decree-law which allocates 100 million euros to the seismic repair and redevelopment of residential buildings damaged by the earthquake in the Campi Flegrei. The resources will be entirely borne by the State.
This was announced by the Minister for Civil Protection, Nello Musumeci, during the Council of Ministers on 4 August, who explained that the measures were included in the broader decree-law on PA and local authorities
The damage assessment
The shock that hit the Phlegraean area was defined by Musumeci as “of unprecedented power, at least for the last 40 years”, with a magnitude of 4.7. Fortunately, no casualties were reported, but five people were injured, two of them seriously. The consequences of the earthquake were the following:
- 395 housing units have already been vacated because they were declared unusable;
- 700 people involved in the eviction;
- 568 people who settled independently;
- 128 people currently staying in hotels;
- 227 inspections carried out following 1,182 requests presented by the owners.
To speed up checks and reduce the gap between applications submitted and checks carried out, the government has strengthened the technical teams with another 36 fire brigade teams.
Incoming contributions
Among the main measures of the decree is the extension of the CAS, the contribution for independent accommodation, also to previous seismic events recorded in the months of May, June, July, August and September 2025 and in May 2026.
For the earthquake of 31 July, the subsidy awarded to families with a main residence vacated due to unusability varies based on the number of members:
- 400 euros per month for single-family units;
- 500 euros for families of two people;
- 700 euros for those of three people;
- 800 euros for those of four people;
- 900 euros, maximum amount, for families of five people and up.
There is also an additional contribution of up to 200 euros per month for each member over 65 years old or with a disability of not less than 67%. The disbursement starts from the date indicated in the eviction order and continues until returning home or reaching a stable housing solution, in any case no later than 31 December 2027. To finance the measure, 1.875 million euros have been allocated for 2026 and 4.5 million for 2027, taken from the National Emergency Fund.
Seismic adaptation, the share paid by the State increases
Another novelty concerns the contributions for the restoration and reduction of the seismic vulnerability of buildings in the Phlegraean area. As Musumeci explained:
For those who intend to retrofit their property from a seismic point of view, we have established a fund of 50% of the overall cost of the adaptation: 50% the State and 50% the owner of the property. Since the owners did not like this offer, and also adhering to a request from the mayors, we proceeded to increase the share paid by the state to 70%.
The decree also modifies the previous Legislative Decree 65 of 7 May 2025, extending the scope of application of the contributions to a wider series of seismic events, such as those of 13 and 15 March 2025, of the months between May and September 2025, and that of 21 May 2026. The deadline by which the requirements for access to the contributions must be met is also extended to 30 August 2026, thus also including buildings damaged after the entry into force of the 2025 decree.
How to submit questions
The Municipalities will manage the investigation of the applications, with the obligation to adopt the measure within 60 days of the request. The deadline for submitting applications will instead be established by a resolution of the municipal council, to be approved within 30 days of the entry into force of the decree.
Finally, the text also contains measures for the post-2016 earthquake reconstruction in central Italy, with the extension of the deadline for extraordinary management to 31 December 2029.
