The construction site of the next Budget Law officially opens with the arrival of the Public finance programmatic documentexpected in Parliament by October 2nd. And that’s how we return to talk about scrapping folders again. The government presents it as a lever to relaunch the revenue and at the same time redesign the relationship, conflicting, between the state and the taxpayer.
The expectations of Brussels and the constraints of the new remain in the background Stability pactwhich will force the executive to calibrate every choice.
No to scrapping, yes to fiscal peace
If the words are important for Nanni Moretti, for Minister Giancarlo Giorgetti the choice of these is not secondary. Speaks of fiscal peace, considering scrapping an un suitable word:
The goal is fiscal peace, a better term of scrapping, which I don’t know because it seems to me a negative term. Tax peace is a clearer term. It is a historical battle of the League, we are working on it. We are now in view of a result that I consider absolutely reasonable, useful, to give the possibility to those who find themselves in this situation to finish and continue to contribute.
During a connection to Pesaro, the Minister of Economy wanted to clarify the basic setting of the so -called fiscal peace.
It would not be, in the intentions of the government, of a simple intervention to empty the drawers of the tax authorities or archive old disputes, but of a wider operation, with an economic and social value. He said:
The goal is not only to close tax disputes, but allow citizens and businesses to return to breathe, focus on work and honor their commitments within the limits of real possibilities.
Among the lines, it can therefore be read that the minister is also aware of the enormous tax burden of this country, which amounts to 42.5% of GDP. We are just behind France and Denmark, but the difference is the annual income, and the Italian one is under 33 thousand euros on average.
So goodbye to the narrative of the amnesty. At least in the intentions, the scrapping designed by Giorgetti will not be a shortcut for a few smarts, but a sustainable return path for those who cannot pay taxes.
Oppositions withdraw the amendments
PD, M5S and AVS have chosen to withdraw the amendments of the legal design on scrapping.
The amendments withdrawn are 113 out of 114: on the table there is now only the proposal signed by Forza Italia. The measure, however, will find space in the budget law: there the government will write the definitive version.
But the step back of the opposition should not be read like an opening. Rather, it is a strategic suspension. Pd, M5S and Avs have decided to stop for now, judging the text that is still too weak for a serious confrontation.
Senator Cristina Tajani (Pd) spoke of a measure that, as it is, risks sending a wrong message: that not paying it should be paid. The oppositions are waiting for now that the government discovers the cards, especially the financial ones, before returning to the attack.
The revenue expected by the composition with creditors
On 30 September the window for the composition with creditors expires, a tool with which the treasure plans to collect new and fast revenue to be allocated to the maneuver. An unconscious measure, only 11% of those entitled have participated.
His outcome, which generates immediate liquidity for the state, will be decisive to understand if the government can present credible and sustainable tax policies.
Contributions from banks
It is not excluded that the banks are also called to make an extraordinary contribution, as already happened last year with the advance of the DTA. Here Giorgetti explained that the dialogue with the sector will take place without ideological but practical clashes.
He recalled that some sectors paid dearly the increase in energy costs, while others, such as the banking one, recorded consistent profits. To give a concrete example, in 2024 the profits of the banks were 46.5 billion euros.
In this logic, he said, it is right that those who have benefited from this economic phase helps to support the collective tax effort.
