Ex Ilva agreement or sentence already written, Urso: “No to nationalization”

Minister Urso sat at the table with all the representatives of the central and local administrations to sign the agreement relating to the decarbonisation plan of the former ILVA of Taranto. There meeting It started at 9:30 in the morning and will go on to the bitter end until the agreement or, to use Urso’s words, “the sentence is already written”.

The minister has already confirmed that he had kept free on the agenda two days, 48 hours of time To make a decision that, according to the president of the Puglia Region, will not arrive in the day.

Agreement or sentence: the decision on the former Ilva

In the newspapers, the first statements of Botta and response between the Ministry, Presidents of the Region and Mayor of Taranto are bounced. It is a continuous downloadbut the game now seems to be done.

Clear words, those of the minister of the company Adolfo Ursowhich launched a meeting to the bitter end with all the bodies and figures necessary to find the agreement on the plan for the former Ilva of Taranto. “I freed my agenda for the next few days,” said Urso, granting forty -eight hours for an agreement.

The reason for the narrow timing is that another conference was convened on Thursday 10 July, that of technical services, to evaluate environmental sustainability and the health plan.

Nationalization of Ilva: a “no”

On the hypothesis of nationalizationUrso reiterated:

When it comes to nationalization, that is, of expropriation of a production activity, I would like to bring attention to our Constitution: it is on what I have sworn. The state can intervene, yes, but only within the limits envisaged by our card.

Urso mentioned theArticle 43according to which:

For the purposes of general utility, the law can originally reserve or transfer, through expropriation and except for compensation, to the State, to public bodies or communities of workers or users certain companies or categories of companies, which refer to essential public services, or sources of energy, or situations of monopoly and have a pre -eminent general interest.

The former Ilva does not fall into these categories, because it is not an essential public service, it does not concern energy sources nor configures a monopoly situation.

The management crisis: an agreement is needed

Yet an agreement serves, and quickly. The group must obtain environmental certification for reactivate the plants and resume production, now reduced to the minimum. The more employment is worrying: according to the unions, 3,000 out of 10,000 workers are in layoffs and risk. This is why he pushes himself on the nationalization of the largest steel center in Italy. They were 200 million euros allocatedbut they are enough for a few weeks, since the group loses between 40 and 50 million per month.

While explaining why the ex Ilva does not fall within the categories for the expropriation, Urso cannot fail to recognize the warning of the unions: in Taranto the basic steel is produced indispensable for many Made in Italy supply chainsfrom cars to jars.

There are those who underline that the problem does not only concern steel, but also the inability to govern between environmental constraints, fleeing investors and changes of course. The mayor of Taranto asked for “serious reasoning, which does not download the future of hundreds of thousands of Italian citizens”. At risk there is the present and the future of thousands of workers: for this reason, 48 hours of fire will be.
