Increases between 12 and 200 euros from the maneuver, to whom they arrive and when

Some of the measures of the Budget Law directly provide a positive impact on the wallets of Italians. From cuts in Irpef to minimum pensions, millions of Italians will benefit from a monthly extra.

The figure is not very high: we are talking about 12 euros per month for minimum pensions and an average of around 200 euros per year for the Irpef cut. These are measures that do not concern everyone, but individual categories.

The Irpef cut is worth around 200 euros

The first confirmation of an increase for a wide range of taxpayers comes from the cut in personal income tax. From the 2026 Budget, for the over 13.6 million citizens involved (8.2 million with a prevalent income from employment), the average aid is around 210 euros.

This figure is possible thanks to the reduction of two percentage points in the second rate, i.e. from 35% to 33%, for incomes from 28,000 to 50,000 euros.

Irpef cut 2026 – Simulation of annual savings by income brackets
Gross annual income Irpef rate applied Estimated annual savings
€30,000 35% → 33% ≈ €40
€35,000 35% → 33% ≈ €140
€40,000 35% → 33% ≈ €240
€45,000 35% → 33% ≈ €340
€50,000 35% → 33% ≈ €440

We are talking about modest benefits, especially if put in a monthly and not annual perspective. Indeed:

  • for those who earn 30,000 euros a year the cut allows you to save around 40 euros for a total of 3.3 euros per month;
  • for those who earn 40,000 euros the benefit rises to 240 euros per year, approximately 20 euros per month;
  • for those who declare 50,000 euros the earnings will be 440 euros per year, equal to just over 35 euros per month.

Increase in minimum pensions

Starting from 2026, minimum pensions will increase by 20 euros per month. This is 12 euros more than in 2025, in addition to the 8 euros already allocated for the current year.

The increase will involve an audience of approximately 1 million elderly people with a minimum pension, i.e. those who receive social security or a low social security pension. At the moment the increase is foreseen for those over 70, but the threshold could be lowered in the future.

Specifically, they will access the 20 euro increase:

  • social security pensioners;
  • welfare pensioners;
  • total civilian invalids.

Tax relief on contractual increases, overtime and bonuses

There are also new developments regarding salaries capable of bringing employees an increase in their paychecks. For example, taxation reduced to 5% for contractual increases arrives, but only for incomes below 28,000 euros. The estimated audience is 3.3 million workers.

The preferential taxation for overtime, holidays and night work was also confirmed, also in this case only for those with incomes up to 40,000 euros.

Reduced taxation on performance bonuses is also expected, which goes from 5% to 1%, with the ceiling increasing from 3,000 to 5,000 euros. The estimated audience is not very large: around 250,000 people.

Finally, among the aid to employees, even if it does not directly bring money into their pockets, there is the increase in the tax-free amount of electronic meal vouchers, which goes from 8 to 10 euros.

Increases for specific categories

The measure then focuses on some specific categories of workers, such as increasing resources for municipal employees. In fact, a 50 million fund is arriving for the whole of 2027, which will rise to 100 million in 2028 for the ancillary treatment of non-managerial employees of Italian municipalities.

New resources also in the healthcare sector, where 2.4 billion will be added in 2026 and 2.65 billion in 2027. Within the allocated amount, funds also for increasing the salaries of doctors and nurses.

Indirectly, resources also arrive through the research planning fund, which will have an endowment of 400 million euros for 2026. This fund will allow new hires to be planned through research calls.
