The 2027 Budget enters the phase of possible changes through amendments. You have until November 17th to submit them. However, the margin is very narrow: there is a treasure trove of 120 million euros and for any other intervention the obstacle remains of understanding which resources to use and how to find them.
Major issues such as pensions, taxes and healthcare will be discussed, but also the topic that took center stage during the week, namely the issue of school cuts.
Tax, extension of the rate
One of the key points of the 2027 Budget is the Irpef issue. Forza Italia’s objective is to extend the 33% rate up to 60 thousand euros, while at the moment the text limits it to 55 thousand euros.
The reason is resources, not will: in fact, another 1.2 billion euros would be needed.
Pensions and early retirements
The issue of the pension system is even more complex. There is talk of “adjustments” for exit flexibility, but even this alone would cost 850 million euros per year.
Matteo Salvini aims to increase early retirement at 64, while Fratelli d’Italia looks at those who carry out strenuous jobs or find themselves in critical situations.
Meanwhile, regarding the cut in indexation, the maneuver ends up penalizing some categories, with losses estimated at up to 1,300 euros per year for the highest allowances.
Healthcare, the clash over funds
The Healthcare chapter pits the Government and the Regions against each other: seven governors signed a letter denouncing “insufficient funds” to keep hospitals open or resolve problems such as waiting lists.
3.4 billion euros have been allocated in the Budget, but at least 5.5 billion would be needed (with the initial request of over 10 billion having completely disappeared).
The 300 euro elderly card has been criticized precisely because of the resources it takes away from the National Health System: it is 1.6 billion that could be recovered, as underlined by the centre-left governors.
Doctors and nurses also complain about delays in adjusting their salaries. Finally, healthcare companies are protesting against the payback mechanism, a bill worth 12.5 billion euros for the period 2019-2029.
School, 7 thousand places at risk
In the past week there has been much discussion about the cut in school staff: there are 7 thousand fewer positions planned among teachers and ATA staff.
Even in this case it is a question of resources. Minister Giuseppe Valditara declared that he was open to dialogue and met with the general secretary of Snals-Confsal, Elvira Serafini, and the general secretary of Confsal, Angelo Raffaele Margiotta, reiterating the commitment to avoid staff cuts.
Police welfare and building amnesty
Two other issues that will probably be discussed before the final green light for the 2027 budget deal concern social security for the police force and building amnesty.
On the social security front, a clash has opened with the executive, but Forza Italia has promised to mobilize.
Finally, we return to talking about the 2003 building amnesty: Fratelli d’Italia announced amendments to reopen the terms, but the provision would only concern abuses carried out by 31 March 2003.
