The Budget Law for 2026 desired by the Meloni Government puts the family at the centre. With a total value of 18.7 billion euros, the Budget, in the intentions of the executive, aims to strengthen social cohesion, protect purchasing power and promote birthrates and economic stability.
The package, which also includes a remodulation of the ISEE, provides 3.5 billion euros over the three-year period to be allocated directly to supporting families and fighting poverty.
Family at the center of the 2026 maneuver
The objective is twofold: to lighten the economic pressure on families, especially those of the middle class for whom the Irpef is reshaped, and to make the welfare system more efficient.
Prime Minister Meloni’s comment:
We are allocating 1.6 billion more for the family, with interventions that strengthen support for birth rates and protect the first home. (…) In a complex context, we have chosen to concentrate resources on what really matters to Italians, maintaining the course of financial responsibility.
The most awaited measures concern parents. The working mothers bonus rises from 40 to 60 euros per month for women with at least two children and an ISEE of less than 40,000 euros.
But the most significant news is the confirmation of three months of optional parental leave paid at 80%.
A sort of social security dowry is then introduced for newborns, a state contribution that aims to build a small pension fund for children from birth. A symbolic but also structural measure, which intends to transform the birth rate into a long-term social investment. The initial input came from the experiment of the Trentino-Alto Adige Region, which was liked by the Government and replicated in the Maneuver.
Isee and home
The revision of the ISEE represents another pillar of the provision. The first house is excluded from the ISEE calculation up to a cadastral value of around 92,000 euros, while the equivalence scales for families with two or more children will be strengthened.
The objective is to make access to economic benefits more equitable, rewarding those who bear the brunt of welfare.
Contribution for separated parents
The Government then introduces a financial contribution for separated parents who face difficulties related to housing. The announcement came from Deputy Prime Minister Matteo Salvini, who spoke of “fiscal and tangible help” for those who, due to separation, have lost access to the family home.
This is an intervention that recognizes an often forgotten group: that of single parents, penalized by family transitions and the difficulty of accessing the real estate market.
Card Dedicated to you and your caregiver
The Card Dedicated to you is also refinanced, intended for the purchase of essential food items for families with an ISEE of less than 15,000 euros.
At the same time, the Government finances the reform of the role of family caregivers, recognizing the social and economic value of unpaid domestic care.
Other measures in Maneuver
For the rest, part of the resources of the 2026 Budget will be used to strengthen healthcare, support businesses and reduce the tax burden. “A serious and balanced maneuver”, defined it by Prime Minister Giorgia Meloni, who underlined “teamwork” and “the unforeseen availability” of the banking system.
