New Infrastructure Decree, from the bridge over the Strait to the funds for Formula 1

The Council of Ministers approved the New Infrastructure Decreean articulated measure that addresses numerous issues, from aerial rates to the management of public works. The decree represents a key step for the planning of strategic interventions in the Italian infrastructure and logistical sector. In particular the minister Matteo Salvini said that the works for the Bridge on the Strait of Messina They will begin for the summer 2025. “There will be workers at work, 120 thousand work units with companies from all over Italy involved in the supplies for the construction of the work”, he announced.

According to the League leader, the elimination of the paragraph that transformed the close company of Messina into a real contracting authority will not slow down the start of the works. Among the themes discussed during the Council of Ministers, the question of the essential levels of performance (LEP) and the law of the Autonomous Province of Trento on the third mandate is also the Latere of Infrastructure Decree. Precisely on this last point there was a lack of unity of intent in the majority of government, with the decision to challenge the Trentino law to the Constitutional Court and the opposite vote of the League’s ministers.

The main points of the Infrastructure Decree

  • Introduction of a roof to air rates for Sicily and Sardinia;
  • increase in the limit for contracts for the realization of the works up to 50%;
  • Operational meeting on the anti -mafia level linked to the great works;
  • measures connected to the contract code and the PNRR;
  • motorway concessions and dates of the seaside season;
  • Exclusion of the reform of the Strait Society of Messina as a contracting authority;
  • Funds for the great prizes of Monza and Imola

Aerial rates for Sicily and Sardinia

One of the main innovations introduced by the decree concerns the rates of air flights for Sicily And Sardinia. For the routes subject to public service charges, it will be possible to impose a maximum roof at the prices of tickets for specific categories of passengers, in particular during the periods in which the rates undergo strong increases, such as summer or holidays.

This measure aims to guarantee the right to the mobility of residents and the weakest bands of the population, reducing the economic weight of the travels to and from the two major islands.

Increase in contracts for the realization of the work

The decree establishes the possibility of adapting the contracts for the realization of public works, with a maximum limit of 50%. The goal is to align the costs of infrastructure projects to the values updated compared to those indicated in the 2012 Nadef, which set the cost of the works to 8.5 billion, now risen to 13.5 billion.

The regulatory intervention refers to European standards and is aimed at accelerating the approval process at the Cipessthe Interministerial Committee for economic planning and sustainable development. The new rules will also apply in the initial phase of the works, such as expropriations, monitored by the competent prefectures.

Anti -mafia plan for great works

Among the initiatives related to the decree, an operational meeting was organized to the Ministry on anti -mafia floor for the construction of large infrastructure works. This meeting had the aim of strengthening prevention and control mechanisms to avoid criminal infiltrations in large public construction sites.

The guidelines that emerged will be integrated into the operational stages of the strategic works, starting from the works for the bridge over the Strait of Messina, one of the central projects of the infrastructure agenda.

Measures on contracts, PNRR and bathing season

The decree contains heterogeneous provisions concerning different regulatory areas:

  • Adjustments to the contract code, to simplify the procedures and encourage greater efficiency in the awarding and realization times.
  • interventions connected to the PNRR, to ensure the implementation within the scheduled times of the works financed with European funds.
  • Definition of the dates for the bathing season, which falls among the powers attributed to the competent ministries and local administrations.
  • More quickly for civil protection works and anti -seismic checks

No changes for the close company of Messina

Contrary to what is assumed in the first drafts of the provision, the paragraph that transformed the Strait company of Messina in a real contracting authority. This change would have allowed the company to independently manage the entire process of operations, from design to realization.

The exclusion of this rule reports prudence in the reorganization of the actuator subjects, leaving Margini to the government for future more targeted interventions

New emergency interventions of the Civil Protection

In the infrastructure decree, prizes and/or penalties for contracts relating to emergency interventions carried out by the Civil Protection. For each day of delay there is a fine from 2.5 per thousand to 10% of the amount of the works. In case of work concluded in advance, however, the same percentages are transformed into prizes. There is also a crowding index for seismic checks of public offices.

Sports funds

Sports funds, specifically for motoring. Deputy Prime Minister Salvini underlined the world importance of Gran Prizes of Formula 1 of Monza and Imola And for this 5.25 million euros were allocated for 2025 and 5 million for each year from 2026 to 2032 in favor of the National Sports Federation. They will serve for the realization of the two Formula 1 Grand Prizes as a strategic investment. Salvini reiterated the need to support these manifestations for the tourist induced and the image of our country. The two car runs are considered economic flywheels and international showcases for Lombardy and Emilia-Romagna.

Appeal of the Trentino law on the third mandate

On the same day when the Infrastructure Decree was approved, the Council of Ministers decided to challenge before the Constitutional Court The law of the Autonomous Province of Trento which allows a third consecutive mandate to the President of the Province. The decision raised a heated debate within the majority. The League expressed its opposition, with the party ministers who expressed dissent during the meeting.

The President of the Province of Trento, Maurizio Fugatti, defined the government’s decision “a very heavy institutional act against the prerogatives of Trentino autonomy, with a clear political value”. According to what was reported by Ansa Escatti recalled that “special autonomies have exclusive legislative power over this matter”. Sources present at the Council of Ministers, reported by various agencies, specified that the appeal is “technical” and is not motivated by political reasons.
