The plan proposes five main measures, such as activating the national safeguard clause of the stability pact to allow Member States to increase defense expenditure without incurring EU sanctions. In addition, it provides for a Fund from 150 billion euros For coordinated military investments between member countries, encouraging the purchase of compatible armaments and introduces the possibility of using cohesion funds for defense projects. Finally, it aims to involve the private financial sector by breaking down for investments in the military sector and the modification of the restrictions of the European bank for investments to support the defense.
