INPS has released new numbers on income and training support measures, theInclusion check and the Work training supportby tracing a detailed picture of those who have had access to public funds and with what results.
The report highlights the generational change of welfare measures and the attempt to move the center of gravity from Assistance to the work transitionwith effects still to be evaluated. The rhetoric of the “help” gives way to a system that would like to encourage economic autonomy at least on paper.
The numbers of the inclusion allowance
At the end of December 2024, the requests approved for the new inclusion allowance intended for the nuclei in difficulty were 758,872, involving approximately 1.82 million citizens. THE’average monthly amount recognized was of 620 euroswith a prevalence of beneficiaries in the regions of the South, where there is an average value of 635 euros. At the center the average amount was 594 euros, while in the north it was 581 euros. In short, the script always remains the same: the more you go down along the peninsula, the more the numbers swell.
In December, the number of families who received the payment was about 608 thousand, with an average amount of 627 euros. Among these recipients, there are:
- 234,617 nuclei with at least one minor, for a total of 829,325 people involved;
- 228,527 nuclei with components with disabilities, equal to 496,773 individuals;
- 302,476 with people aged 60 and over, for a total of 520,112 citizens;
- 11,664 in conditions of particular fragility, involving 15,366 individuals.
Training and work: who benefited from support
From the debut of the tool aimed at redevelopment and professional insertion, payments were paid to at least 132,882 individuals. Geographical distribution shows a greater concentration in southern regions and islandswith 103,464 beneficiaries, while in the center there are 12,189 recipients and in North 17,229.
In December 2024, the active recipients were about 67,979, with a clear prevalence of people between 50 and 59 years old, a band particularly exposed to employment difficulties. Because if you are more than fifty years old and you are out of the labor market, returning to us is a company that not everyone manages to win.
The transition from citizenship income
Analyzing the transition from previous measures such as citizenship income and the Citizenship pension The new tools show that 60% of the nuclei received the subsidy in July 2023 returned among the beneficiaries of the new initiatives. This allowed one more targeted distribution of resources to families with fragile componentsincluding minors, elderly and disabled.
On the other hand, a quarter of the previously beneficiary families did not submit a request for the new measures, while 15% saw their rejected application.
An interesting figure concerns the 26% Of the nuclei who received RDC and PDC: at least one component found an occupation during 2024. If it is thanks to the new policies or the need to manage, it remains an open theme. It is therefore difficult to say whether the inclusion allowance and the SFL has actually been a success, as stated by Minister Marina Elvira Calderone.
