The Montecitorio classroom approved the Trust to the Infrastructure Decree With 191 votes in favor, 102 against and 2 abstentions, opening the way to the examination of the agendas.
The measure, which must now be converted definitively by July 21staims to continue the most urgent works without interruption, keeping transport efficient, guaranteeing orderly management of the ports and respecting the deadlines set by the PNRR.
Of infrastructure, approved changes and sectors involved
The infrastructure decree approved in the Chamber presents itself as a complex and articulated text that has enriched the original content (the draft last May) with numerous changes. In addition to the interventions already planned, amendments that touch transport, logistics, railway security, energy, state property, contracts and PNRRs have been introduced. It is a real maneuver that involves strategic sectors and local and central administrations in a transversal way.
Among the most relevant points, after the go -ahead of Mase, we undoubtedly find the recognition of the qualification of the Strait of Messina Spa as contracting authority of the Strait, with a substantial modification of the costs of the bridge. Instead, the measure of the controls has not passed, which will remain in the hands of the prefectures and do not go to the anti -mafia. However, it is not excluded that this rule is re -proposed during the parliamentary process.
As for the utoveloxthe municipalities are now obliged to census them and send the information to the Ministry. Within 60 days from the entry into force of the conversion law, the census then must be complete, and unregistered speed cameras will no longer be able to work legally.
The approved measures, all the news
The decree intervenes on several fronts. The approved changes can be summarized as follows:
- Insertion of the Strait Company of Messina between the qualified contracting stations and update of the costs of the bridge (price rising from 8.5 to about 13.5 billion euros);
- The block of Euro 5 diesel, initially scheduled for 2025, is postponed to 1 October 2026, limited to the cities with over 100,000 inhabitants – the Regions will also be able to adopt alternative measures or anticipate the ban;
- In contracts for architecture and engineering services it will be possible to provide for an anticipation of up to 10% of the overall value;
- Mandatory speed camera mapping – Within 30 days from the entry into force of the conversion law, a MIT decree will define the methods of transmission of the data;
- longer seaside season, until the end of September;
- Cigal was born, an information system designed to check that logistics companies are in compliance with contributions, taxes and contracts, to avoid abuse and facilitate checks;
- Becoming sanctions for dangerous behaviors on the tracks and an allocation of 35 million (2027–2029) to enhance storage systems and rejecting capacity;
- 2% incentives for PA executives for competitions started by 2024;
- immediate application of minimum environmental criteria in contracts;
- funds for the coast guard intended for strengthening maritime supervision;
- Green light to five strategic works already included in the Anas 2021–2025 program contract;
- 35 million for energy storage since 2027;
- compensatory funding for AV Salerno-Reggio Calabria, for a total amount of around 15 million euros;
- Establishment at the MIT of a technical table to monitor and unlock unfinished works.
Un approved measures: what has not passed
Among the rejected proposals there are a series of discussed and divisive measures, which ended up outside the text for the lack of political agreement or for the need for further insights:
- increase in motorway tolls to finance Anas;
- tight on the certificates of subcontractors already in progress;
- Transfer of anti -mafia checks to the bridge to the Interior Ministry;
- Review prices for services and supplies, postponed to a next table.
